Job Description

This position leads human resources initiatives supportive of University goals, objectives, and priorities. Advise the executive management on matters of human resources policy, procedures, and University operations. Develops, implements and administers policies and programs covering recruitment & employment, performance management; employee relations, wage and salary administration, record maintenance, training, health & welfare benefits, HR regulatory compliance and legal liaison, employee services, progressive discipline oversight.

Required Qualifications

• Regionally accredited Master’s degree or equivalent in business management, human resources, or relevant field
• Current PHR or SPHR related professional certification preferred

• Ten (10) or more years of Human Resource management experience, preferably five (5) of those years working within a University or Medical School environment.
• At least five to seven (5-7) years progressively responsible leadership and management experience concentrating on management of payroll and risk management.

• Extensive knowledge of human resources, organizational development, higher education and Public Service.
• Demonstrated knowledge of federal and California human resources laws and regulations.
• An understanding of insurance company processes and requirements.
• Possess a fully developed knowledge base with regard to pay practices, wage and hour law both from a Federal and State perspective.
• Demonstrates and applies broad tax knowledge of concepts, practices, and procedures and how it supports the payroll operation.
• Excellent planning and time management skills
• Excellent negotiation skills.
• Familiarity with Human Resources Information System constructs and data management
• Excellent interpersonal, verbal and written communication skills.

Essential Duties

Essential Duties and Responsibilities:
• Develops and establishes formal University-wide human resources, policies to support strategic business goals and objectives and promote an effective University culture.
• Responsible for compliance with Federal and State legislation pertaining to all personnel, matters. Ensures integrity and security of confidential employee data.
• Manage the budget and other financial measures of the Human Resources Department.
• Prepares and issues employee publications establishing human resources policies, and interprets such policies for executives, supervisors, staff, and faculty.
• Informs executive leadership of trends and development in the field of benefits. Gives advice and counsel regarding current developments in benefits programs.
• Effectively communicates in writing and verbally human resource policies and procedures to all University constituents. Designs personnel forms and directs the maintenance of records by all departments.
• Conducts special HR related studies as requested by senior administrator. Provides verbal and executive reports and dashboards related to key indicators.
• Maintain active affiliation within appropriate HR networks and organizations that support the strength and continued sustainability in the area of compliance with HR and employment laws.
• Heads and participates on projects and serves as a committee member on the following committees, managing the University’s efforts, vision, values, and mission: safety committee, communications committee, retirement plan committee, executive search committee, PAF and position control committee, staff recognition selection committee, and others as deemed necessary.

Human Resources
• Anticipates and guards against employee legal risks involving the University. Advises and consults with executive and senior management on legal matters accordingly.
• Consults with legal counsel as appropriate, and/or as directed by the CEO on personnel matters.
• Counsels and coaches executive and senior management, management, supervisors and employees regarding employee relations issues and ensures adherence to various state and federal regulations.
• Assists senior administrators in preparing for hearings, appeals, trials, etc. as requested. Attends hearings and mediations and provides testimony representing the University.
• Manages the internal resolution of employee conflicts/grievance. Provides information and assistance to resolve formal grievances.
• Effectively plans, organizes, directs, and controls HR activities and leads HR staff.
• Directs the University’s recruitment and placement programs and ensures compliance with various state and federal regulations. Develops and implements programs, policies, procedures and controls regarding employment, and analyzes manpower, turnover and other personnel matters.
• Formulates, develops and implements plans, procedures and programs to meet specific training needs and skills shortfalls.
• Administers the compensation programs for executive, exempt, non-exempt and hourly employees. Advises managers and supervisors of university policies and procedures regarding salary ranges, promotional and merit increase guidelines and other salary related issues.
• Recommends appropriate policies and procedures for the maintenance of an equitable wage and salary structure and for maintenance of benefit programs.
• Reviews and approves IRS 5500 tax documents for University fringe benefits, retirement, and other regulatory filings. Oversees the University’s annual audit of the retirement plan.
• Develops and implements the performance appraisal programs, merit and progressive discipline systems.
• Plans and implements employee services activities. Provides background information to help in the administration and delivery of employee health and welfare benefits and services.
