Job Description

Under the direct supervision of the Principal Investigator/ Vice President for Research, the Program Manager oversees the daily organization and execution of a multifaceted program consisting of a set of functions and related research projects, associated activities and events. The Program Manager works with the PI/VP and colleagues to effectively manage the operational, administrative, human resource and related research activities of the program; serves as principal point of representation and liaison with internal and external constituencies on operational matters; and provides day-to-day professional guidance and leadership in the area of program administration, program development, and research activities. The main responsibilities will focus on the operations of the Division of Cancer Research and Cancer Center Partnership to Eliminate Health Disparities, AXIS (Accelerating Excellence in Translational Science) programs, and University Research Operations. The Program Manager assists the PI/VP with the following activities: the grant development, writing, and submission of grant proposals to obtain funding; developing evaluation metrics to monitor program performance and preparing program progress reports; overseeing and coordinating the preparation and submission of the Annual Research Performance Progress Reports (RPPR) to NIH/sponsor; and analyzing and interpreting data and compiling statistical and special reports. Also, the incumbent will take on other related project activities as assigned by the Vice President for Research. The Program Manager will be responsible for effectively working with the PI/VP as well as related faculty, staff, community, and students related to program activities in the execution of the programmatic objectives and aims.

Required Qualifications

EDUCATION:
• Regionally accredited bachelor’s degree required in Health Sciences or Business Sciences fields, including but not limited to: Biology, Molecular or Cell Biology, Health Sciences, Business Administration, Public Administration, or Public Health. Master’s Degree or equivalent in experience preferred.

EXPERIENCE:
• 5-7 years or more years of experience working in an academic setting or institution with responsibility for operational organization and execution of multifaceted activities, programs, and grants in a University setting.
• At least 3-5 or more years of experience in scientific and programmatic grant development, writing, and submission of grant proposals and reports including to federal, local, and private funding agencies. Prefer experience with grant submission to National Institute of Health and its agencies such as National Cancer Institute and National Institute on Minority Health and Health Disparities.
• Grant administration and operations experience is required.
• Experience in supervision of staff and students, including experience working in conjunction with HR and PI/Supervisor to develop job descriptions, evaluations for hiring, and assist in the execution of hiring processes for scientific, administrative, intern, and community-based roles. Strongly prefer experience/understanding of above named roles in a scientific and academic setting. Also strongly prefer experience working with diverse partners and cultural sensitivity.
• Has supervisory experience in managing staff and can supervise 2 or more staff.
• Experience with developing and communicating, in written and oral form, detailed and technical scientific and administrative program information to various audiences. Strongly prefer experience and knowledge in the Biological Sciences (especially focus on cancer), Health, and Health Disparities.
• Experience with program development/expansion including in scientific areas, student training, clinical research areas, and community-based areas as well as related grant proposal development and submission (particularly to federal agencies as listed above).
• Has experience developing evaluation metrics to assist PI/Supervisor in reviewing effectiveness of scientific, educational, and administrative program activities, recommending improvements, and assisting in executing recommendations.
• Has experience developing marketing/promotional information to increase visibility of the institution or program. Prefer experience articulating detailed or technical scientific information in a generally publically acceptable and culturally appropriate manner.
• Ability to develop and maintain professional working relationships in complex program/organizational settings involving heterogeneous constituents such as academic and clinical faculty, staff, students, and community partners from diverse backgrounds.
• Experience with interpreting operating policies and procedures, and resolving minor discipline and other employee relations issues within an academic setting or institution.
• Strong organizational, interpersonal, communication, and computer skills required.

Minimum Requirements

• Must be able to work on multiple tasks simultaneously and have strong time management skills.
• Must have strong organizational skills, be detail-oriented, and have the ability to work collaboratively on scientific, clinical, research, administrative, and community-partnered teams.
• Knowledge of grant proposal development and administration, including to federal, local, and private agencies. Strongly prefer experience working with the National Institute of Health and its agencies such as National Cancer Institute and National Institute on Minority Health and Health Disparities.
• Knowledge of word processing: strong scientific, clinical, and academic research writing skills preferred including but not limited to editing and preparing scientific/technical manuscripts and use of bibliographic software such as Endnote. Prefer knowledge of manuscript submission and scientific journal processes related to manuscript banking into NIH’s PMC in accordance with open access policies.
• Knowledge of evaluation metric development for scientific, academic, educational, clinical, and community programs and activities including ability to effectively consolidate, analyze, and report data.
• Computer proficiency with MS Office software is required. Prefer knowledge of NIH grant application software and related submission processes.
• Excellent communication and interpersonal skills. Prefer basic/working knowledge of Spanish language.

Preferred Qualifications

Prefer Applicant with Master’s Degree or equivalent in experience.

Prefer Applicant with experience in NIH/Federal grant management and biomedical research-based project management.

Prefer Applicant with working knowledge of Spanish.

Essential Duties

• Manages and oversees the administrative and daily operations of a grant research program ensuring compliance with university, state, and federal policies and regulations.
• Will be responsible for assisting the principal investigator and the core directors in the overall administration of the program(s).
• Provides technical and/or professional management and leadership in the execution of day-to-day program activities, as appropriate to program objectives and area of expertise.
• Assists in the grant development, writing and submission of grant proposals to obtain funding.
• Develops evaluation metrics, monitors program performance, and prepares program progress reports.
• Analyzes and interprets data and compiles statistical reports.
• Prepares regular scheduled reports as well as assists PI/VP in the preparation of special reports.
• Develops implements and maintains system records on employees, equipment inventories, and compliance activities, official minutes for all required program committee, council and administrative leadership meetings.
• Oversees and/or coordinates the collection and compilation of program activity data; develops, writes, and submits comprehensive statistical and narrative program reports (Annual Research Performance Progress reports or RPPR) to be submitted to the sponsor or NIH.
• Collaborates with university departments, programs, projects, and community organizations to coordinate resources and enhance programs.
• Coordinates resources with the faculty and staff of Cancer, AXIS, Research Administration programs and other collaborative entities as needed through the infrastructure of the programs aims and goals.
• Assists core/function directors and program coordinators in organizing community engagement collaborative events and related activities.
• Provides programmatic and operational support and is responsible for identifying resources and administrative steps needed for program organization and execution.
• Manages the lectures, seminar series, conferences and annual program site visits.
• Works with PI/VP to provide management and project-related support to all Cancer/AXIS/Research administration colleagues to assist them in the day-to-day operations of their functions.
• Is responsible for being a central point of contact with the PI/VP for all faculty and staff across Cancer/AXIS/Research Administration programs.
• Provides information regarding collaborations and partnerships, resources, policies, and procedures to internal and external contacts and associates.
• Performs other job-related duties as assigned or requested.
